Preparing for the Transition from OHSAS 18001 to ISO 45001

A new ISO standard, ISO 45001, on occupational health and safety management system requirements is being produced by a Project Committee, ISO PC 283, with the intention of publication in October 2016. 
The new ISO standard, ISO 45001 will eventually replace OHSAS 18001 and it is being designed to integrate more easily with ISO 9001 (Quality Management) and ISO 14001 (Environmental Management). ISO 9001 and 14001 are themselves undergoing revision and are due for publication in 2015. A draft version of ISO 45001 may be made available for consultation in Spring 2015, however, since it is being produced by an International Project Committee, ISO PC 283, and a large number of responses are expected, it is taking a long time to produce. The intention is to publish the final version in October 2016.

The development committee (ISO PC 283) Anticipated milestones are:
  • Quarter 2 2014: Committee draft
  • Quarter 4 2014: Draft International Standard
  • Quarter 2 2015: FDIS (Final Draft International Standard)
  • Quarter 4 2016: ISO Standard

  • New Stages in the development of the Management System involving defining the Structure, Normative Mandatory References, Common Terminology and defining the Scope before developing the System.
  • New stage focussing on the “Context” of the organisation including understanding the internal and external drivers and assessing the needs of interested parties
  • A greater emphasis on the integration of OHS into the management of the business
  • Greater involvement and emphasis on senior management’s leadership commitment and on internal consultation and representation
  • More emphasis on the concept of risk management
  • Legal and other requirements to be made more explicit
  • Greater focus of need to demonstrate compliance
  • Greater emphasis on hierarchy of controls
  • Management of change specifically included
  • Outsourcing, contractor management and procurement arrangements to be made more explicit
  • An increased flexibility with the use of documents
